  • In an effort to “re-energise” ties, Prime Minister Narendra Modi will kick off his visit to the United States with a major LNG investment deal which is expected to be announced right at the beginning of his visit.

  • His first engagement as he lands in Houston, Texas will be a roundtable with top executives of 16 oil and gas companies, including LNG major Tellurian Inc. that is developing a $28 billion LNG terminal project called Driftwood in Louisiana.

  • In February this year, Indian PSU Petronet LNG inked an MoU with Tellurian to buy an equity stake in the project, and industry insiders say officials are rushing through the details in time for Mr. Modi’s meeting.
Nirmala Sitharaman On Corporate Tax Cut

Key Highlights
  • The government reduced the income tax rate for companies by almost 10 percentage points to 25.17 per cent and offered a lower rate of 17.01 per cent for new manufacturing firms to boost economic growth from a six-year low.

  • Finance Minister Nirmala Sitharaman said the reduction in tax rates has been done through an ordinance to an amendment to the Income Tax Act.

  • "In order to promote growth and investment, a new provision has been inserted in the Income Tax Act, with effect from the financial year 2020.
Highlights
  • All domestic companies to be allowed to pay corporation tax at the rate of 22% (effective rate 25.17% including cess and surcharge).

  • This would be subject to the condition that these companies do not avail of any tax incentives or exemptions. Moreover, no Minimum Alternative Tax (MAT) would be imposed on these companies.

  • Any new domestic manufacturing company, incorporated on or after October 1, 2019, will be allowed to pay corporation tax at the rate of 15% (effective rate 17.01%). No MAT will be imposed on these companies either.

  • This will be subject to the condition that the company does not avail of any tax incentives or exemptions and commences production by 31 March 2023. Companies that are availing tax holidays at present can join the new regime once their tax holiday period ends, announced the minister.

  • To provide relief to companies that continue to avail of exemptions and incentives, the rate of MAT has been reduced from 18.5% to 15%.

  • Enhanced surcharge introduced by the Finance Act 2019 shall not apply to capital gains arising on sale of equity share in a company/unit of the equity-oriented fund or unit of business trust liable for a securities transaction tax, the FM announced.

  • The enhanced surcharge shall not apply to capital gains on the sale of any securities, including derivatives, in the hands of Foreign Portfolio Investors (FPIs)

  • Relief to listed companies which have already made a public announcement of buyback before 5th July 2019. No tax on buyback of shares in case of such companies.

  • The finance minister also announced an expansion in the scope of CSR activities. The companies can now spend 2% of the money on state or union govt incubators, PSUs, state universities, IITs, public-funded entities.
Maharashtra, Haryana Election Dates To Be Announced At Noon

  • Dates for polls in Jharkhand, the third state where elections are due, will not be announced along with the two states.

UGC says publishing paper in de-recognised journals will affect promotion & appointment

  • The University Grants Commission (UGC) has asked all universities and colleges in the country to appoint and promote faculty members on the basis of its new list of approved journals, in which the higher education regulator has de-recognised names of all predatory papers.

  • In the new UGC-CARE (Consortium for Academic Research and Ethics) list, compiled by a team of experts including scholars and subject experts from various academic councils, around 800 verified and genuine journals have been included.

  • The previous list had over 5,000 journals and nearly 88 percent of them were found to be predatory. CARE is a government-appointed body.

  • The admission process for the PhD, which is a full time residential programme, began on September 10.

  • Siddharth Joshi, a Fellow of IIM Bangalore and Deepak Malghan, Associate Professor at IIM Bangalore, while writing a letter to IIM-A director Errol D'Souza in this regard said the decision is "In clear violation of the IIM Act (2107) that granted unprecedented autonomy to IIMs".
